The Sumida River runs along the northern edge of Arakawa Ward, and the bridges crossing it — Kodai Bridge, Oguhashi, Senju Ohashi — feel less like landmarks than working infrastructure, carrying trucks and cyclists between the eastern bank and the flat, low-lying interior. Almost the entire ward sits at river level, save for a wedge of higher ground around Nippori, where the Yamanote plateau just barely intrudes.

For most of its modern life, Arakawa was a district of textile mills, machine shops, and chemical factories — industry that arrived with the Meiji period and stayed for decades. That industrial past is still legible in the bones of the place: the former Mikawashima Sewage Treatment Pump Station survives as a designated cultural property, its brick and iron machinery preserved among surroundings that have otherwise been cleared and rebuilt. Mikawashima itself carries older weight — the Kozukappara execution ground operated here through the Edo period, a fact that sits quietly beneath the present-day streetscape.

What is happening now in Arakawa is a kind of rapid layering. Factory sites are being converted into apartment blocks, and families are arriving steadily into a ward that once smelled of machine oil and dye. The shitamachi atmosphere — narrow streets, a certain directness in the air — persists alongside the cranes and new construction. South Senju station anchors a redevelopment zone that is still mid-sentence, neither finished nor abandoned. Walking through on a weekday, you sense a district in genuine transition, not performing its past but not yet settled into its future.
