The flat land between Lake Biwa and the Suzuka mountains holds its layers without announcing them. Ryuō sits at the center of the Kotō plain, where rice fields and factory rooftops share the horizon, and the Hino River runs quietly through without drawing much attention to itself.

At Naemura Shrine, the West Main Hall stands as a national treasure inside a compound that once served as the collective shrine for thirty-three surrounding villages — the kind of weight that shows in the worn stone approaches rather than in any signage. Nearby, Ryūōji Temple traces its founding to the Nara period; the temple is known for its loofah healing ritual rather than for any grand architecture. A few kilometers away, Kagami Shrine holds a coming-of-age ceremony tied to a legend about Minamoto no Yoshitsune. These are not sites set apart for tourism. They sit alongside the Daihatsu factory, the outlet mall, and the prefecture's sports park as ordinary features of the same landscape.

The town's agricultural identity surfaces in Ōmi beef, raised on this plain, and in the older trace of Sue ware pottery produced here in antiquity. The festival calendar is dense — the Naemura Festival, the Kenketo Festival, the fire festival, the insect-sending ritual — each rooted in the agricultural and ritual rhythms of the plain. Walking through Ryuō, the past is not preserved so much as it is still in use, folded into the ordinary week.
