The smell of fermented fish — sharp, ancient, unmistakable — drifts past a market stall near the lake. That is funa-zushi, carp pressed with salt and rice for months until the flesh turns pale and the flavor becomes something between cheese and memory. Otsu is a city that has been accumulating such things since the seventh century, when Emperor Tenji moved his court here to the shores of Lake Biwa.
The weight of that history is distributed unevenly across the city. On the slopes of Mt. Hiei, Enryaku-ji keeps its flame burning — a flame said to have been lit over twelve centuries ago and never extinguished. Down at the lake's edge, Ishiyama-dera sits among its stone outcroppings, its grounds quiet on a weekday morning. Between these two poles, the city runs its ordinary life: trains on the JR Biwako Line pulling into stations, office workers from Panasonic and Toray passing through. The festivals carry their own calendar — the Otsu Matsuri with its festival floats, the Sanno Matsuri at Hiyoshi Taisha, the fireworks over the lake in summer.
What a visitor encounters most directly is the water. Biwako is not a backdrop; it is a presence. Seta shijimi clams come from its shallows. The park at Nagisa runs along its western bank. Ogoto Onsen, with its long reputation in the prefecture, sits above the shoreline to the north. The lake holds the city's proportions in check — wide, gray-green, and indifferent to arrival or departure.
