For three days in May, the streets of Mizusawa belong to another century. The Fujiwara clan built their northern capital here in the twelfth century — a rival Kyoto, some said, at the edge of the known world. The pageant recalls them: figures in Heian court dress moving through a city that has grown up around their memory. History, in Japan, has a way of returning each spring.
