The BRT station at Rikuzentakata sits on land that was rebuilt from the ground up — the ground itself, in many places, raised by meters of fill. The city's footprint is new, but the bay is the same Hirota Bay it always was, and on calm mornings the smell of kelp and oyster drifts in from the aquaculture lines offshore.

Rikuzentakata's recovery has been deliberate and visible. The Higashi Nihon Daishinsai Tsunami Denshokan, which opened in 2019, stands near the Takata Matsubara coastal park, documenting the history of tsunami and the long work of rebuilding. The municipal museum, reopened in 2022, holds shellfish specimens, fishing tools, and materials from the disaster itself — a collection that refuses to separate the natural and the human histories of this coast. At CAMOCY, the fermentation park on the edge of town, shelves carry local products including Yuko citrus from what is considered the northernmost cultivation zone in Japan, alongside Yacon and Misakari apples from the inland orchards.

The festivals — the Ugoku Tanabata, the Kenka Tanabata, the national taiko gathering — continue on the calendar, as they did before. The Kannon-ji temple, founded in the early seventeenth century, still marks its place on the Kesen pilgrimage circuit. These are not reconstructed traditions but ones that ran through the disaster and came out the other side. The town's texture is precisely this layering: a new civic hall nicknamed for the single surviving pine, a rebuilt library inside a shopping complex, and fishing boats still going out each morning into Hirota Bay.
